OT:Cell phone companys in Canada

I wanted to get a cell phone but I have been waiting because I heard that people in Canada were paying very high rates. And that the major cell phones were playing monopoly and that the goverment was going to let in other companys, so there be more business competition. Does anyone know more information on this. Should I wait or just get one. thanks.
