I thought it was the other way around, born in Alberta and moved to Seattle. Not sure if he considers himself american, canadian or both.

He was born in Alberta but quickly moved to Seattle and grew up there, dont think he has Canadian citizenship.

CFL teams have to start a minimum number of Canadians. So they usually fall under one of several categories:

*The second option running back/fullback (Few teams employ a legit, power fullback anymore. Guys like Blake Marshall and Sean Millington are almost as rare as a Canadian-born quarterback. [More on that below]). Now it's mostly a No. 2 back, someone like a Lyle Green in B.C.

*At least one receiver, usually at the slotback position. A lot of Canadians have thrived at slotback: Elgaard, Sapunjis, more recently Cahoon and Clermont. You don't see a lot of Canadian speedsters at wide-out or slotback. They're usually tough, grinding receivers who thrive at making the catch over the middle (even though they know they'll get hit), or they're guys who can find a way to get open on a 15-20 yard pass. (Dave Sapunjis was a master at this; the Stamps even had a play called "Sponge Get Open.") Pat Woodcock had great speed early in his career, but couldn't always make the plays.

*They'll usually have three offensive lineman. Not uncommon to see a team use five Canadian-born offensive lineman, although it's becoming increasingly rare.

*One or two defensive lineman. Brent Johnson's the best, but there are a few good Canadian-born defensive linemen.

*One linebacker. Larry Wruck was a rock for Edmonton for years in the middle. Mike O'Shea has carved himself a nice CFL HOF career.

*One or two defensive backs. Safety is usually a Canadian position, but you sometimes see a Canadian at defensive halfback or cornerback.

*Kicker/punter. Most teams have one player to do the kicking duties. And usually it's a Canadian.

Quarterback is not counted against the Canadian quote. The last Canadian-born and trained quarterback to enjoy real success, in any league, was Russ Jackson, a star for so long in Ottawa. Teams don't carry Canadian QBs because they don't have to. Why spend time developing a Canadian QB when there are some American QBs who maybe don't fit into the NFL style, but their mobility makes them well-suited for the Canadian game, and could be a good CFL pivot with patience and time to adjust to the style up here. (The last true patient pocket passer to thrive in the CFL was Kent Austin. he retired more than a decade ago.

Just like in the Olympics, you don't need real Canadian players. Just get the American players who weren't quite good enough to play for USA.

Sure, I wasn't saying Canada used American players. Just an example to make the squad better. Chris Kaman on German team. Brazilian volleyball team playing for Georgia etc....

If you squint your eyes and tilt your head just the right way you'll actually see a little bit of talent on that roster. It really is time for there to at least be another Canadian QB somewhere in the CFL. Quick question for you, what number receiver would Western grad Andy Fantuz be? Would you put him at #3 or are there others better then him?

A good first step in getting more canadian QB's would be simply getting rid of the special exemption for QB's. Add 3 import spots to the roster, and get rid of the QB exception. Then if a team were to pick up a canadian QB as a 3rd stringer, they could keep an extra import somewhere else on the roster. At least then he gets on the roster and gets a chance.

Fantuz and Hamilton SB Chris Bauman are the two best young canadian receivers in the league is quite a while. Fantuz would definatly be right there as well, maybe not #3 but in the top 5 for sure. Off the top of my head only Paris Jackson, Bauman and him come to mind for the spot. He still drops a few too many balls for my taste, but is quickly getting better. I think hes been hurt most of this year though, much like the rest of the roughriders.
