I was thinking the same thing. I think you either have 6 or 15. The top 6 are your "first line" players, the pure CORE of your team, that may go to All-Star Games, represent their countries etc. Perhaps they will one day be in the Hall of Fame, though it would be really good luck if all 6 filled that potential.
At 15, I would look to build 9 forwards, 5 defencemen and 1 goaltender. The balance of the team can be interchangeable parts, role players, etc., to be determined later.
Personally, I think one or both of Koivu and Kovalev will be a significant part of this team for a few more years, but I will play along with the spirit of the OP's message and assume we are looking to the NEXT group of core players, so I will not include them. By definition, therefore, I am telling you right now that this means I am looking at least 4-5 years ahead and thus have to project potential for some players. (This means that if his plan works out, Kovalev could be the 4th RW for an additional 10 years until he hits 50.)
The top 6 WITH THE HIGHEST POTENTIAL are the first players listed in their positions. I am aware that for some of them, their best years are probably MORE THAN 4-5 years away, but let's say that by then, it should be obvious that they are the PURE CORE to be building around. The additional players are listed by importance to the team and not necessarily as part of "the second D-pair" or "the third line".

I think this lineup shows up two weaknesses in our depth charts right now. First, we are missing one high potential RH shooting Centreman, and at least one RW that can shoot RH also. Ideally, I don't want a team where the top 9 forwards all shoot left.
Second and more important, we are missing a franchise centreman, the one with HOF potential. Pleks is the best we got, but I would love to have better and Pleks as #2. I don't think Maxwell's ceiling is high enough to be in that league.
Anyway, I hope my approach make some folks think a bit more about all of this.
