Super Smash Bros. Brawl, basically a library of the greatest Nintendo tracks of all time.

If we're talking about original soundtracks, Super Mario Galaxy has to be up there.

Brawl is great, but there's about 100 tracks worth of filler in there too, that's why I gave Galaxy the nod above it.

GTA3 and Vice City stand out, San Andreas wasn't bad either. I loved all the original recordings on GTA3.
Bioshock's is also great

Final Fantasy VII or VIII. Inspired work.

Ocarina of Time and Majora's Mask had a really great thematic presence as well. Ocarina's soundtrack told a story.

I actually enjoyed FFX's soundtrack the most...even over VII and VIII. It just seemed to fit the whole world best and tied in with the story so so well.

Other than that, Vice City easily for non-OST. Its crazy how many solid tracks were on that rock station.

VIII has an amazing orchestrated/arranged album called Fithos Lusec Wecos Vinosec.

In comparison, the FFVII piano album is pretty tame and even boring, one might say.

Most of the Mega Man games churn out at least 2 or 3 solid songs.

Chrono Cross had a great soundtrack, and I dare say it was a much better game than people give it credit for.

Basically anything that Nobuo Uematsu has been involved with tends to be solid too (FF, for example)
