Pho easily for me.
Vanek is the best player of the bunch and Roy and Pominville are nice players but overall Pho is better.
Pho has some great young talent and Afino is pretty much worthless.

Phoenix is going to be awfully good in a few years.

But one thing is that I'd say Buffalo's set is better defensively. That might change as some of the Phoenix kids mature more, but Hecht, Roy, Pominville are very solid defensively, while Vanek has made tremendous progress from a few years ago, and Stafford is...well average, but not terrible. Afinogenov is terrible because he lacks hockey sense, but aside from him the other 5 as a group are very good.

(Kotalik is probably better than Max right now, FWIW.)

I disagree. I'd say each set has three below average defensive players and three above average defensive players, with Hanzal being far and away the best of the dozen.

Right now, I'll will take Buffalo's set of players because Vanek is better than any other player mentioned.

However, Phoenix's set would be get better in the future.
