Why isnt the whistle blown when Brown is standing in the crease, let alone the goal waved off for the same reason?

Also, the Rangers without a doubt are the slowest team in the world at chaging lines. It always seems like it's 2-on-5 in the offensive zone and they are waiting for guys to come off the bench
