I believe they meant to name him Jeffrey but misspelled it on the birth certificate requisition form, and then were stuck with it.

My parents did the same, they meant to call me "Dave" but misspelled it and had to call me, "little piece of **** ******* that ruined our lives"...

It does happen, see.
