Non Active Franchise

Non Active Franchise

I hear time and time again the term non active franchise. What does it mean? I usually hear it to describe Springfield, but how can a team be non acitve if they are operating and playing games? Any explanation of this would be great.

It was probably someone tying in the dormant (i.e. non-active) Edmonton franchise with Springfield. In talking about silly season, people have proposed the scenario that the ownership in Spingfield could sell the franchise they own to some (most likely Dallas). In turn, Edmonton could active their dormant franchise, place it in Springfield, and have the previous owners operate it.

I can't think of how non-active would apply otherwise.
