You do realize he likely doesn't want to concede anything on public television. His agent will need to bargain for that contract and he losses bargaining power if he basically says he wants to be a lifelong Canuck and wants to sign for a discount to keep the team competitive.
He wants to win a cup (as most NA players do) and he wants to make as much money as possible (as most rational people do). I wouldn't doubt he was speaking the truth but I don't think this necessarily means he wants 'out' of Vancouver.
Keep in mind, does Vancouver have a chance to win the Cup? I think an argument could be made that they have an outside chance (not currently at the same level as SJ, DET or BOS), but I wouldn't doubt it's possible.
Does Vancouver have the money to resign him? I think once again an argument can be made that Vancouver has one of the better positions regarding payroll in the league. Their competitive and they've got a responsible amount of money tied due to their players.
As a Flames fans it pains me to say that Vancouver is actually a solid fit for Luongo and I fully expect he'll be re-signed. I would put this as more of a bargaining ploy.
When a player says something about wanting to win a cup on a team that is technically contending, it shouldn't be as big a deal as many people are making it out to be. It's not like he's Ilya Kovalchuk coming out and saying he wants to win the cup.

What bargaining power? he knows how good he is, he will be the highest paid goalie in the game regardless of what he says, he's putting himself before the team and he's the captain, that is pathetic IMO, I appreciate his honesty but if those are his true colors he's not a real leader

Looking at that interview all I saw was a guy saying that he wants to win and that he wants to see how the next two years go. The lovely media, in all its immeasurable wisdom, blows it out of proportion and makes it out that he's unhappy and just going through the motions. Last I checked, the best leaders were those who wanted to win. And I do believe the goal of every kid in the NHL was to win a Stanley Cup. So he's said nothing other than he wants to win and that he wants to see how the next two years here goes. Well, geez, I had no idea... Luongo being competitive is nothing new, and all the Canucks fans know that there is a chance he isn't back after his contract expires. So all this article is is useless speculation based on facts that are already known. Whoop-de-freakin do.
And yes, he does lose bargaining power if he commits. Have you ever seen a player say, "Yeah, I definitely plan to re-sign here"? No, because then they'd paint themselves into a corner. They always say "Well, we're working on a deal, and I'd obviously like to stay here. I think it's a great city and blah blah blah, and we'll just have to see what happens". Luongo's interview was a standard, run of the mill answer to a stupid question that everyone already knows the answer to.
Since when does a player saying he wants a chance to win the cup count as him being unsure about his future with his current team?
I could understand this thinking if the Canucks were one of the bottom feeders of the West, but for the games Luongo has been healthy the Canucks have amongst the best winning percentage of all the teams in the league. Plain and simple if Luongo doesn't go down for 20+ games earlier this season the Canucks are looking at a 5+ point lead in the division instead of a 3 point deficit.
As for wanting a chance to win the Cup? Lets look at the few teams you could argue would be in a better position to do that:
Detroit (Have cap money tied up in their own players and I can't see them going into next year with an Osgood/Conklin tandem. I expect them to bring in someone this summer.)
San Jose (Are going to be content with Nabokov)
Calgary (Are going to be content with Kipper)
New Jersey (Are going to be content with Brodeur)
Washington (Will have a TON of money tied up in Ovechkin/Backstrom/Semin/Green...Too much to sign a $6-$7 million goalie)
Vancouver has the cap space, the previous history with Luongo, and a team that looks like it'll be a top 4 seed every year for the foreseeable future (the core of the team is young...Sedins, Burrows, Kesler, Hodgson, Edler, Bieksa, etc)
Honestly think this guy is way to high Maintence, He has thrown the team under the bus a few times, I always get the feeling that he puts himself b4 the team, maybe that is why he got traded out of FLA
