60.1 High-sticking - A “high stick” is one which is carried above the height of the opponent’s shoulders. Players and goalkeepers must be in control and responsible for their stick. However, a player or goalkeeper is permitted accidental contact on an opponent if the act is committed as a normal windup or follow through of a shooting motion. A wild swing at a bouncing puck would not be considered a normal windup or follow through and any contact to an opponent above the height of the shoulders shall be penalized accordingly.

Now let go of the high-stick "non-call."

I couldn't believe it when the stick on Rozy wasn't called. But it looks like it's a clearcut no penalty. So be it, nothing we can do.
I can live with bad breaks, but having a hard time with the free space the Caps forwards are getting in our zone.

first it was on a shot second Rosy was bent over and reaching for the puck, it's totally reasonable to claim that the stick didn't get shoulder high, i say good non-call. AGAIN: the refs are not the reason we are down 2-0

Thats dumb in my opinion. Needs to be a rule change. You should be held responsible for your stick at all times. Its dangerous, as evidence by Rozsival's nose.
