If they were non-drafted FAs, it has to do with the length of the contract they signed. For draftees, there are specific limits related to the year they are drafted. Clubs used to retain the rights of European draftees indefinitely and then that was changed to four and then two years. With the absence of a transfer agreement, the league is again treating them as "defected" players and there are some questions as to how long a team retains a player's rights.
