A player rights really doesn't have that much value. Florida isn't getting a top pick for Bouwmeester, at least I don't think so.

For a player not to test free agency at this point in the year you'd have to offer him some stupid money. A team like Florida would not do that. Florida knows this themselves.
If it comes to the point where either team feels like they can't sign their d-man they may as well trade their rights for late round picks rather than with one another because I can't see Komisarek signing in Florida and I definitely can't see Bouwmeester signing in Montreal.

Well Philly & Nashville did the deal a couple years ago involving the rights for Hartnell & Timonen, so dealing Komi or Bouwmeester's rights to a certain team for draft picks is not far off imo.

Well, if the faint murmurings that we're hearing are true, then Gainey is all set (finally?) to start his negotiations, and leading off with Komisarek. Which if true would suggest they have an intention of trying to retain him. And maybe some realistic hope of doing so. In which case, if they didn't feel they had as much chance with JayBo, then just keeping Komisarek's rights until such time as negotiations hit an impasse would at least seem like the best option for the Habs.
If neither team can sign their players it gives them a shot at replacing them with another good player that has still not hit his prime. Even if they can't reach a deal, at least it narrows down their options and allows them to focus on other UFAs come July 1st. Other teams will be focused on JBO and Komi while Florida and Montreal could start bidding on lower profile UFAs right away.
That being said, Florida should still get an additional mid-round pick.

I would think Florida would need to get something in addition to entice them to do this because most likely neither of them has Florida as a preferred destination and they would be taking more of a risk of the player not re-signing. I'm not saying they wouldn't sign in Florida, just that most players want to win and Florida appears at least to me to be farther away from being a winner than Montreal. Maybe a conditional draft pick would sway them.
Komisarek's rights will not be traded. Habs want him and will try to sign him under 6 million. I can settle for him signing at 4.5, but not anything higher.
Looking at the future economics including the economy. I think they sign him at about 5 M with the projections going forward for the cap. The guy is a warrior and eats alot of quality minutes on the blue.
I dont think switching those rights make sense for Florida, i still think they could trade Bouw's rights for a little bit better than Komisarek rights.
With that been said, if Montreal cant re-signed Komisarek. Something like this could make sense:
-Montreal offer Komisarek rights to Florida for a 48h window.
-If Florida can close the deal with Komisarek, full negociation rights of Bouwmeester goes to Montreal until 1st of july.
-If Florida cant, The deal stop right there.
Throw a conditionnal 7th rounder in there if Florida needs a 24h extension.
Works for Florida as it cost them nothing initially. Either they get Komisarek, either they keep Bouwmeester rights.
Works for Montreal if they know they cant ink Komisarek, it gives them a small chance at Bouwmeester. And if the deal doesnt works, they still can deal Komisarek rights to someone else.
The 48h window is there because 1st of july is coming fast.
