Even though he had an incredible season, Giroux couldn't land a one-way or even two-way NHL contract. In fact, he went from having a two-way contract in the NHL to a two-way contract in the AHL.

isn't he like 28? why can't he just get another chance on a bad cap team?

It's actually a 2-way deal with the Caps, they just didn't announce it as such (same went for Kane some weeks back).

The Bears have made a few signings the past few weeks, retaining Helmer, Joudrey, McNeill, now Giroux (don't expect him to get a big shot with the Caps but who knows), and adding Bacashihua. Gearing up to defend the Calder Cup.

He's going to end up in the minors no matter where he goes, and he had agent issues this summer. Why not just stay with the organization and in the system where he was a record-setting MVP.
