Sorry it took so long to respond.
It's DigitalColor Meter. I think it comes with Mac.
It just shows you what the exact color of something is when you mouse over it.

I'm using a nice program called Rainmeter
http://rainmeter.net/RainCMS/
Many people design skins for it. The sentences and words on the desktop is part of it too.
