I usually go by most medals. But if Canada were to win the Most Golds, I would recognize it.

How many people actually care how many bronze medals a country racks up in ski cross or nordic combined? Gold baby, gold. Particularly in men's hockey.

Men's Hockey is the only Sport that I really care about in the Olympics. But seriously, I'd go with the most Gold. You're only a winner if you come in first, in my mind.

During the Summer games the Chinese made a big deal out of winning the most gold saying that it was what determined the winner of the games. Don't know if that is the offical IOC view though.
