I need your help about an Italian League match

Hi guys.
Yesterday evening I was attending at a playoff match between Alleghe (My Italian team) and Brunico.
The match went to the penalty shots and we had the first one, this is what happened:

Referee opened his arms and didn't allowed the goal.
We were very frustrated because this thing costed the team the victory.

Do you think the referee was right? Does the rules-book says anything about a case like this?

Any help is much appreciated!

Tough call. The Ref definitely called it too early so that erased any possibility.

Blown call. Ref should have changed his motion to indicate a goal, but let his pride get the better of him. He was also in a poor position to make that call, should have moved onto the net after the shot.

Nothing you can do, really.

Different rules apply to each League. It's unfortunate that the call was blown but a linesman or other on-ice official could have approached the ref and discussed the matter. It appears to me that another on-ice official (near the end of the video) may have attempted to discuss the situation but could have been turned away. If a whistle wasn't blown and there was a video review, then the goal could have been allowed. If the whistle was blown, then the play has concluded.

No whistle and, unluckily, no video rplay exists in italian league....we've been robbed

Unlucky! The goalie clearly didn't make a clean save, the ref should have been on top of the net.
