Trading NTC's/NMC's is allowed.

If you want to keep a UFA give him what you feel is reasonable. Same goes for RFA'S.

Salary cap at 60 million. Must be at or under by the time of the draft but can go over the salary cap until then.

I simply gave my RFA's a 14% raise (based on the qualifying offer rule).

I only have one UFA (I don't think I care to keep him), but something tells me that your rule is subject to abuse. Maybe a 25% raise across the board? Would that work?

I don't think it will be a problem. Worst case someone will go over/under by 500k.

Unless it is totally out of hand it should be fine.
