Avatar help

Hey everyone ! I've seen avatars on this site that can move and change. Most notably the playoffs avatar you were all wearing. I was wondering how it was done ? Which software is used ? Can I get it for free ? Where ?

I'd like to make Einstein in my avatar stick his tongue out and in.

If anyone knows I'd be very grateful for the help ! Thanx !

You can do it with Adobe Fireworks. But it's not free.

It's the only software I use for animated gifs. If anyone knows a shareware, mention it.
