Is it raining oil?

hi,
I am obviously not from this area, but i have heard from numerous sources from youtube that it is raining oil. Give the fact that those sources are not very reliable, i just want to know from the people who lived in this area, is that true?

Well, i am completely ignorant on this issue, so the following is just my speculation. How about the chemical that was being used to clean the oil? The chemical would have breaks down and allows it to evaporate? In that video, the guy asked why do you smell oil? its because of the oil evaporation (this is from the guy who makes the video, not me)
