It's more complicated than that. A buyout of Pandolfo would save the Devils $833,333 in actual dollars but would cost them $1.25M in cap space. By sending him to Albany, the team would still have to pay the full salary but would get $2.5M in cap relief once the season starts.

Its sad to see Pandolfo go. He wasn't what he once was, but he was injured at the beginning of the year and actually got off to a good start. I still remember him giving Jagr fits in 2006, not letting him breath.
