09-10 playoff refs thread

09-10 refs thread
http://hfboards.com/showthread.php?t=686321

This will be a place for reviews for the upcoming playoffs. The following posts will be charts, tables and grading criteria that should help get this underway.

Anyone is invited to review a game. You may review a game of your rooting favorite although it is recommended that you do not do so. The more valued reviews will be those of neutral parties. The review format is best exemplified in the following review.

http://hfboards.com/showpost.php?p=2...&postcount=252

Below is a list of reviewers (includes rooting favorites) who have volunteered for the upcoming playoffs. We will add names to the list as reviewers come forward.

SJGoalie32 - Sharks
SJeasy - Sharks
yadadaimhollaing - Sharks, Rangers, Bolts
DaveG - Canes
Dowisetrepla - Canucks
Kritter471 - Stars
Matt Trick - Sharks (off hiatus on May 17 - come back sooner, we need you)

Grading Criteria

Skating Grade:
A=can consistently backskate turns in traffic with eyes continuously on puck or play. Can skate straight line speed with mid-level NHL players. Masterful at avoiding puck and players.
B=can backskate turns with eyes continuously on puck. Occasionally hit by pucks, rarely by players.
C=Turns head to backskate turns or to accelerate. Occasionally interferes with players
D=Speed noticeably slower than other refs. Frequent puck target.
F=Frequently interferes with play.

Positioning Grade:
A=consistently at net for scrums, leads play into zone. Does not leave zone being exited until players have left. Moves in attack zone for best sight lines (not plastered to one spot on the wall or in the corner).
B=A little less consistency in all of the above qualities
C=far from consistent in leading play into zone
D=can be glued to sideboards, trails players into zone frequently, sometimes at net for scrums
F=rarely at net for scrums, glued to sideboards

Safety Grade:
A - Does not miss any 60 or over safety call.
B - Misses one 60 or over call
C - No missed 75 or over call
D - No contention in game over missed safety calls.
F - Contention over missed safety calls

Fairness Grade:
A - Sets call level for safety and obstruction. They can be separate levels for each category. Same play called same way from beginning to end regardless of score or player/team. Make up calls are not acceptable.
B - Generally adheres to above principles but misses are equal to both sides. Make up calls are acceptable.
C - Misses are unbalanced by no more than 2 calls
D - Misses are unbalanced by 3 calls
F - You can figure it out.

Call Quality Grade:
A - No makeups, no phantoms. See Fairness category regarding levels.
B - No phantoms. May have minimal unevenness in level.
C - One phantom allowed. Some unevenness.
D - 2 or more makeups.
F - Two or more phantoms.

Full IIHF officiating manual:

http://www.iihf.com/channels10/olymp...ficiating.html

1. Call levels should be set based on intensity of infraction. (examples to be given later)

2. A phantom call is either an infraction call or a puck call such as goal/no-goal or handpass where the call is a complete miss. For example, a slight tug of the stick on a hook call is not a phantom although a reviewer may question the call level. It is very important that we track phantoms in that it appears to be a criteria for advancement in the playoffs.

3. Penalty summaries will no longer be required. (They are gathered off the web.)

4. Please post a link to the game summary at the end of the review and post the final score in the header.

The categories in the second table start with Home Division, it will be bolded if the ref has a large number of games there. Flat is for a ref with no dominant division although he may have lesser numbers for a couple of divisions. The second heading is Control. For the time being control will be base on matching penalties or the differential between CPG and ACPG. There are other factors that are added and the table rating changed (like misconducts called) and marked with an asterisk. Yes for a controlling ref, maybe for moderate, No for issues with control. Basic rating is Yes for a 2.3 differential or less, No for 3.0 differential and above. The Third category is whistle swallowing in the third period (Yes, Yes, No, Maybe), bold means swallows a lot. Whistle swallowing behavior is derived from the table of obstruction calls by period. It almost exactly matches observations. Less than 5% drop off equals No, 5-10% equals maybe, 10-20% equals yes, over 20% equals "Will the hockey gods please help us". The statistical significance of swallowing is way up over last year. The next column is if the ref tends to give advantage to the home team. Any ref calling more than 8% in favor of the home team will be tagged with a Yes, -4% to 8% Maybe, under -4% No. There is a significant statistical change to the good in this behavior to the point that it is almost negligible. Maybe is a good score for a ref in this category. Everyone should thank Goose for publishing the issue last year. A new category is added, it is score calling. It appears to have the potential for being a major issue. Does the ref call a majority of penalties against the team in the lead while disregarding infractions by the trailing team. The differential is somewhat masked by matching penalties but can be large. A ref who calls less against the team in the lead will be marked with a No, 0-6% Maybe, 6-10% Yes and above 10% bolded Yes. Safety is based on safety calls per game. Below 2.0 is loose, above 2.7 is tight. All observational upgrades will be marked with an asterisk.

Blue refs are substitute refs, not full timers.

The table has been completely updated for the 09-10 playoffs. The table has been updated with games for the 09-10 regular season.

I'm in. I can do 3/week for the playoffs and given that I have Gamecenter I should be able to pick up games that would otherwise be out of market for other reviewers.

I may watch some of Albany's playoff games as well but being that I have an interest I won't do a review in those games. Just bringing up my take on any major incidents that could occur.

Sunday (late), Monday, Tuesday, Wednesday and Thursday (early) games work best for me but I can possibly pick up a Friday or Saturday 9PM start if there are any.

Just for those speculating on playoff calls being tighter or looser, Gabe at behindthenet did two years worth. There are slightly more calls (ACPG) resulting in PPs in the playoffs overall. The calls go down, round by round. This is general. Last year was down from the previous year.

There was a change at the top of officiating this year, so speculation has to be made with that in mind. What has seemed to be consistent is that the refs are instructed to call, but are warned strongly against mistaken calls (phantoms). Mistakes get them dropped from the rotation. This warning against phantoms has seemed to apply all year. When the stripes try to avoid phantoms, they have slightly lower call levels because they go with a higher certainty standard. The other tendency that seemed to apply was that refs who did not call as tight of a standard were dropped as well. In addition, last year saw a fallback to using seniority as a criteria for advancement. I do not approve of seniority as a criteria; the best games should have the best officials regardless of seniority.

Alright, I can do 1/2 games a week. I prefer Versus games because I can DVR those (I've been having some issues with Gamecenter Online, and all flash video, on my home computer recently).

Like always, late is easier, though Versus I can DVR.

Work is still crazy, but we hired two people so it's slightly less crazy and I can carve out a few hours a week. Add that to my team sucking again (*sobs*) and I should be good for the playoffs.

I thought Dwyer and Morton would get in ahead of Kozari and/or Pochmara as far as "1st time playoff refs". I would also have put them ahead of Lee and Meier.

I think it was fairly obvious that once they announced McCreary would be back next season, that he'd work this year's playoffs.

And I think Auger may need to start looking at the want ads. The league backed him up during the whole Alex Burrowes incident, but yet again didn't think enough of him to assign him to the playoffs.

I'm happy to pitch in. I can do any of the Versus, CBC, or NBC games. Since I'm on the west coast perhaps I can concentrate on the late games. Any day of the week is fine.

Your last two paragraphs are spot on.

On the first paragraph, I look at Lee and Meier as accidents waiting to happen. I figured Kimmerly would be back in. Definitely Morton over Pochmara or Kozari. Kozari has impressed me as a mid level ref, not so much on Pochmara of whom I have some questions. Dwyer's skating is super, his calls not so much. Pretty sure they are giving him a lot of time to mature. The ref who I thought did a lot of maturing this year was St. Pierre and I was somewhat surprised by his omission. I don't think he will ever be a super ref, but he did improve a lot.

Kowal may be in the same boat as Auger, Martell and Kimmerly. They are all 7 year refs who were not selected. If they are not standbys, they are at risk. I will post standbys below the schedule.

I can do any games on VS or NHL network (plus NBC, of course). I can do up to 3-4 games per week.

However, I will be out of town and unable to do any games Thurs 4/22 thru Sun 4/25. All other days should be fine for now.

I am in the process of laying out the schedule. I am putting in some of your names before receiving confirmation on a game. It is for convenience for me as I am trying to coordinate your availability and the broadcast types. Please respond to PMs promptly to confirm that you can take a game so that I can get someone else if you are unavailable. If you see a game that is open and want to do it, please send me a PM and I will put you on the schedule. If someone else has it, PM with that other reviewer and swap and follow with a PM from one of you to me. The first month of playoffs is tough because of the number of games. We will get through it. It is a high reward to see the quantity and quality that is produced here for all to see.

I am happy that so many have stepped forward to help with this project. As always I expect the best from all of you and have not been disappointed in the past. Our group is well recognized here at HF and many props have been sent our way. Please feel free to PM myself, Yada, DaveG or Kritter for helps in grading or other questions.

In addition. Phantom calls are rare, but I do want to be notified/notice when you pick one up. A phantom is a complete miss, even a slight touch on the arm can be a hold. If there is no touch and a penalty is called, that is a phantom. If there is a touch, that is a weak call. Phantoms also apply to puck calls like goal/no goal. It would be best if all phantoms are highlighted in the reviews. Using red for the text color would probably be best. Phantoms are frequently a reason for a ref being dropped from the rotation.

Unlike previous seasons the AHL is being very coy (at least so far) about who is reffing which game...I'll post them as they are released.

Adjusted calls per game only counts calls that result in manpower advantages. The CPG rating can be used to roughly tell whether a ref is calling loose, tight or moderate. ACPG is more accurate. The difference between CPG and ACPG can give a rough control rating for the ref. The same sheet that counts these numbers has finer points that better define control, but the differential number is pretty close to a control definition.

Grades

Grades are for 5 categories where specific and established criteria are used by all reviewers. Criteria are based on published information by the IIHF and others for skating and positioning. Criteria for calls are based on a formula which places ideals on safe and fair play and quality of calls. The ideal for calls are where calls are made for the same play, the same way from end to end. If the ref wants a loose standard, that should not affect the grade nor should a tight standard. A loose standard may affect the safety grade, but should not affect fairness or quality.

Warnings about altercations from Campbell indicating that game misconducts may easily be dispensed. Also a warning about goalie interference. In the blue will be watched closely (see Holmstrom/Smyth).

Id like to welcome wise and goalie as well as welcome kritter back. Nice to have some new blood and a specialist back in the fold. I can speak for myself and say that reviewing the playoffs taught me a lot about the officiating world and really opened my eyes about the game in general.

14:27 - PWS S73 and P26, S73 hit after whistle, no call, Devorski right there and Ruutu (S73) playing excuse me, riiiiggghttt
14:10 - #40 shallow entry, bad read, turned too early, play passed him at blueline
12:42 - #10 at net on scrum
11:40 - #40 ICM
11:15 - S43 scores 1-1, #10 with fast transition
10:26 - #40 calls S12 int 70 off faceoff, hook/pulldown, from trail
9:00 - #40 good in zone (near trapezoid), minor player int
6:10 - #10 ICM
5:58 - big PWS with P58 and S18 at the center, gloved punches exchanged, no calls
5:52 - S25 scores 2-1, Fleury looked bad on the shortsider
~5:00 - #10 no path to net on chance
3:48 - #40 passes on P? int 50 off faceoff
2:10 - #40 at net for 2 chances (near trapezoid on in zone movement)
0:28 - #10 calls P23 slash 90, broken stick, not safety

Period Recap:
Both refs are very energetic on skating, pumped for the playoffs. Lots of offsides and icing. No flow. Limited chances and both goalies are looking shaky. Some hits are close to the line on boarding and elbow for calls, nothing over 50 yet. Lumberjack is minimal. All calls were obvious and nothing obvious was missed, moderate, not tight or loose, call level.

Second Period
20:00 - #10 drops puck
18:40 - S22 scores 3-1, #10 late to zone, Fleury wandered on the dump in and S22 had an open net
17:35 - #40 ignores P4 hold 70, partical pull down on check on boards
15:15 - #40 at net on chance off entry, good anticipation
15:05 - #10 at net on chance
14:35 - both refs ignore P? int 70 off faceoff, block S? path and changing line to do so
13:48 - #10 head turn
13:32 - #10 ICM
13:19 - #40 calls P58 slash 70 on S12, #10 TZ, P58 taking taking wild swing at puck in air, not close to hitting puck
12:25 - #40 puck int
11:15 - #40 jumps in to tell Pen and Sen to cut the BS on faceoff
10:25 - #10 beat by stretch
10:16 - #40 watching S73 pile on with check rather than puck at goal, blows whistle, fortunately puck almost frozen but whistle definitely before freeze. Definitely concerned that S73 was going to take it further.
9:51 - #40 calls S43 hold 70 on P87 at blueline on entry, #10 TZ
9:38 - P71 scores 3-2
8:57 - #40 beats fast transition
7:41 - #40 calls P14 charge 70 on S19. After S19 misses with elbow on P87. PWS ensues with no calls on PWS. Control call. #40 TZ

This was obviously a retaliation call. Kunitz did come from distance to make a hit off the puck. He did not directly connect as Spezza was not entirely upright. Very obviously a game control issue.

7:00 - #40 minor player int (trapezoid, strong side)
6:46 - S65 scores 4-2, #40 at net (trapezoid weak side)
4:38 - #10 turns head
4:04 - #10 major player int
2:07 - Sens TMM, #40 TZ

Period Recap:
Very limited transition. Both cycles strong and challenge both refs. Goaltending still shaky both sides.

Third Period
20:00 - #10 drops puck
19:04 - PWS S19 and P24, linesman in early, matched rough 70s
17:59 - P87 misses with elbow
16:41 - #40 puck int
14:55 - #10 ICM
14:44 - P27 scores 4-3, #40 beats fast transition

14:05 - PWS P20, etc., #40 right there, no calls
13:12 - #10 with fast transition
12:02 - #10 with quick transition
10:45 - #40 beat badly on fast transition
10:20 - S73 scores 5-3, #40 with fast transition
8:40 - #40 beats fast transition
8:10 - #40 ignores S4 slash/hook 70 on P87
8:00 - #10 beats fast transition
6:34 - #40 calls S43 hold 70, S43 spins off Pen with hold, obvious, #10 TZ
4:32 - #10 good in zone movement
2:45 - #40 late off wall, then awkward escape
2:24 - P3 scores 5-4
1:45 - #40 slow to react, almost interferes with puck and players
0:18 - #10 slick escape

Period Recap:
Kozari was definitely running out of gas on his skating at the end. Transition picked up both ways. Chances increased and Sens definitely don't want a run and gun game. Even with that, it wasn't a full transition game. I thought they were going DCS in the third but the call at 6:34 was certainly warranted.

Game Recap:
Clarity, zoom and angle excellent. All replays. Disappointing that refs couldn't stay with limited transition chances. I really wonder what was going on with Kozari with the Ruutu issue at 10:16 of the second; I thought his first responsibility was the puck. IIRC, there is an exception where the nearest linesman is supposed to step in for the ref if the ref is responding to danger.

The goalie play on both sides was awful. Whoever gets further games in this series should be prepared for long reviews based on the contentiousness and edgy play of P87, P24, P71, S25 and S73.

In rethinking the issues, I was surprised that Ruutu (S73) did not get called for some of his antics particularly the action at 10:16 of the second. There were definitely control issues in the game both ways.

Grades:
#10 Paul Devorski - Skating: D+, Positioning: C, Safety: A, Fairness: A, Call Quality: A-
Some good and bad with the skating. He had a tendency to skate off the wall and not pivot which leads to the potential for missing infractions. Also had some high end moves which were definitely shot down with ints. Transition skating was poor with net and in zone excellent. No missed safety. One missed call.

#40 Steve Kozari - Skating: D, Positioning: C+, Safety: B-, Fairness: B+, Call Quality: B-
Too much awkwardness at the end of game and way too much interference. Transition work erratic, but good in zone and to net. Missed slash dings safety. Missed calls at beginning of second hurt quality/fairness.

Noting trapezoid positioning for SJgoalie's project.

Philadelphia - New Jersey, Game 1
Referees: #24 Stephen Wolkom and #4 Wes McCauley

First Period:
0:00 #24 drops the puck
1:05 PHI 44 Interference (50) let go at side of Philly net. Let go by #8
5:00 #4 hesitant to leave Philly defensive zone after puck cleared, not overly efficient getting back in the zone either for that matter.
6:12 early whistle by #24 on puck freeze by NJ goalie.
7:45 PHI 8 Holding (40) let go by #4 behind Philly net
8:26 NJ 24 Tripping (70) called by #4 at side of NJ net. Philly player may have been losing his footing before the call was made.
10:28 PHI 44 Hooking (80) called by #24 in transition.
19:07 PHI 44 Holding (90) called by #4 in NJ defensive zone at side of net.
Notes: not quite the "chessmatch" first period you expect to see in the playoffs since the two are divisional rivals. But that said, a rather boring if not fast paced period. #4 struggled with his skating early on but improved greatly in that regard as the period went on.

Second Period:
0:00 #4 drops the puck
2:20 PHI 45 Tripping (30) let go in Philly offensive zone by #24 off faceoff
5:50 PHI 20 Hooking (40) let go in Philly defensive zone by #4. Denied a scoring chance but it's not a call that's usually made, yet alone in the playoffs.
8:09 NJ 8 Hooking (85) called by #4 in NJ defensive zone along boards. Obvious call.
9:25 GOAL PHI 20 PPG
12:55 non-call by #24 as a Philly player seemingly tripped NJ 7 at side of net. NJ 7 looked to be falling as is and the play likely would have ended up the same way. Fans irate but that's why they're fans.
16:27 GOAL PHI 18
Notes: Clean period. Neither official stood out to me as skating overly well or poorly in this one. Flyers defense was the difference in allowing them to take the 2-0 lead despite New Jersey having the best of the play that period. The Devils defense is quite unimpressive.

Third Period:
0:00 #4 drops the puck
2:12 PHI 3 High Stick (90) caught by #4 in transition, double minor.
8:49 PHI 5 Delay of Game called by #24 for knocking net off pegs.
14:16 NJ 8 Goaltender Interference (50) called by #24
17:17 GOAL NJ 19
Notes: Very un-Philly like game. Not very physical, and frankly very clean. Not a lot of forechecking by the Flyers either for that matter. Devils just didn't have enough offense to get back into the game.

Game Notes: TSN broadcast. Solid angles on the plays and replays on all calls and goals. Audio and video weren't quite in synch but it wasn't too bad overall. Decent game overall, much better flow then I was expecting.

Referee Grades:
#4 Wes McCauley - Skating B, Positioning B, Fairness B, Quality A-, Safety A
He improved as the game went along in terms of his skating and positioning, but the early going was enough for me to keep him from giving him a full out B. Generally a good game from him.

#24 Stephen Wolkom - Skating B-, Positioning B-, Fairness B, Quality C-, Safety A
If anything Wolkom proved to be a bit too active of a skater for me and was out of position a few times because of it. That said, he had a great game.... until the 3rd period. I'm not sure I agree with the Delay of Game call and I certainly didn't agree with his Goaltender Interference call.
