Both Magnan and Gionta were eligible for waivers. It has to do with how old they were when they signed their first NHL contract. They either have so many years or so many games played before they have to go through waivers. Both Magnan and Gionta's years since signing their first contracts have run out, so they needed to go through waivers.

Yes, IIRC, a recalled player has to go through waivers to be sent back down if he has played at least 10 games or has been on the NHL roster for 30 or more days.
