I believe the GM is the one who re-calls players and sends them down.
The same still holds true. Murray has placed the guys he's drafted over Muckler's picks since day one. There's no reason why Daugavins shouldn't at least be given the last two games here. Bingo's coach told the media that he regrets that injuries kept Daugavins from getting his call-up, but he's only missed four games since November with a minor lower body issue (two games at a time) and has been their most consistent scorer since the week before Christmas, so something tells me that's not all there is to it.
