If it si in fact GWI that stopped the bond sale by spooking the investors, it would have cost Glendale a whole bunch more than just $25million.

And are you listening to the arguments? The city will lose money either way...at least with the Coyotes staying there's a chance for economic growth. Stable ownership and a great on-ice product WILL bring in revenues. The Phoenix Coyotes franchise has not been fortunate to have both at the same time in a long time (if ever).
