Even if it's true that Laich has made an offer that is ridiculously high to the Capitals, it doesn't make sense for the Capitals to not offer him a deal at all even if it would be a low-end starting point for negotiations, like 3 years, 7.5m.
Of course, I've become convinced over the years that GMGM doesn't really negotiate, with the biggest evidence being how Huet worked out (initial offer, return offer, wait two months, then finally match his offer the night before July 1st only to hear, of course, that Huet wanted to test the market waters, if I recall correctly).

To me there's no better way to describe him than "underwhelming." He wasn't as good as the Leafs probably hoped, he wasn't as good as the Flyers probably hoped, he won't be as good as his next team probably hopes.
Don't hate him if the cap becomes a non-issue, but if he's your marquee acquisition of the offseason you've done something wrong.
