Maybe we make this an aggregate league rules thread...
...because I have another one:
Can you present an UFA with multiple offer sheets simultaneously?
For example, on July 1 at noon could the Rangers email Richards' agent an email with 3 SPCs attached and tell him to sign whichever he prefers? Give him an option between something like:
$32MM/4 years (AAV = $8.0MM, but it ends after four years when he's 35.)
$40.5MM/6 years (AAV = $6.75MM, lower cap hit, room for another contract at the end.)
$55MM/10 years (AAV = $5.5MM, still lower cap hit, set for life.)

I don't know for sure, but I don't see why not.

Absolutely. Teams do it with RFAs all the time, offering less money for shorter term, or more money for longer term. Teams can offer free agents any number of proposals that they want. They can only sign one of them.
I remember the Leafs took Kolzig and another career ending contract from TB for a mid round pick
same idea
I can't imagine the Rangers ever being in a situation where they could do something like that. Not unless the cap goes away, but I don't see that happening any time soon.

See, that's my question - with an RFA, you've got an exclusive opportunity and can have discussions around terms before you give him the actual contract to sign. It's not clear to me that there are multiple actual contracts presented to me and they choose. Rather, they negotiate terms and then draft the deal.
With an UFA, you've got the bizarre landrush system on July 1 - I was wondering if that was different.

I doubt it happens often with UFAs, if at all, but there's nothing preventing the Rangers from offering Richards 3 different deals at 12:01 AM on July 1st and saying: pick whichever one you like. Richards could sign one of them, or they could negotiate a different deal.

UFA negotiations can involve as many different proposals as each party wants. It's like any other business deal, you can offer 10 different contracts if you want, but only 1 of them can be signed (obviously)
