If a player is under contract and assigned overseas, the player can return under certain circumstances and not require waivers. For example, Tom Wandell was loaned to Sweden while on his ELC and when the Stars had a need at forward, they brought him back over had him play in a few games and then Wandell went back to Sweden.

I believe this was under emergency conditions and that it was one of the conditions of allowing Wandell to go to Sweden, but he didn't require waivers to return and play in the NHL that season.

Wasn't that what happened with Nylander? I think I recall that he had to clear waivers in '09-10 before we loaned him to Jokerit.

Not that it matters much for the older Russian players Caps keep on their reserve list, but my understanding is that this is pretty much the extension of the existing agreement with a few things added like sharing more information about contracts. This is still not a transfer agreement so it shouldn't change anything with regard to the Russian drafted prospects NHL rights.

there is no bonus cushion this season. bonuses count against the cap only if they are paid.
as a rules there is a cushion to allow for that. this season there is no cushion so a team must
plan as if they are paying all bonuses

Thanks. What about next season (and further)? When is the existence of a bonus cushion determined?

They count until such time as they become theoretically unattainable; so games played bonuses (if there are any) or things like that might expire midseason but many/most(?) will apply until the season is over.

It's not in place this season because the CBA expires (can't defer a cap hit when you don't even know for sure that there will be a cap next year). Whether there is one next season will depend on what form the next CBA takes, I suppose.
