Penalty for not reaching cap floor?

What is the penalty for not reaching the cap floor? Say the Isles sign their current RFAs, and can't add anyone else (for various reasons), what can the NHL do? It's not like they haven't tried. Can they really force the team to sign a player no one wants to a mega-deal?

I think they forfeit the games. Teams can't play while over the cap, nor while under it.

There isn't one in the current CBA.

I don't think the NHL actually designated a penalty for being over the cap ceiling/under the cap floor. No team has ever done either, and the best anyone can find in the CBA is just that teams that are not cap-compliant cannot participate in games until it is in order.

A common myth, but completely incorrect. The cap floor does not effect revenue sharing in any way.

There are no set penalties for being below the Lower Limit - however doing so willfully would be a prima facie example of circumvention and open the team up to any/all of the available sanctions under Article 26 (at the discretion of the commissioner): fines of $1M-$5M which count against the cap, forfeiture of draft picks, forfeiture of games, suspension of the GM, etc.

In NHL 11, don't they just increase everyone's salary? That's so annoying.

My ELC players start making like 2 million, and the one 5 million guy starts making 8 million.

That's the cap hit. His actual salary is $7.5 million for 2011-12, then drops to $5.5 million in 2012-3 and the last year is $4.5.

I listen to Montreal sports stations and all they talk about is how to get rid of Gomez and his salary.
