There are a lot of things players consider beyond $ -- like the opportunities there are for ice time up and down the line up. The Canucks could offer Stewart 900k, but if he's not likely to get a lot of ice time on a deep team, then it's not as attractive an offer as the same $/term from Carolina.

For Stewart, the Canucks called but apparently Stewart didn't like the offer. There was a tweet about it yesterday. I'm guessing he was looking for a team with less depth... which the Hurricanes are.
People need to realize that it's more than just the team making an offer, the player actually has to want to play here. For Stewart, if he has a chance to go somewhere like Carolina, it's a much better opportunity to increase his stock over the two years.

Same Reason Torres didn't sign here. He probably saw all the 2nd/3rd line forwards on the roster and figured he would get a bigger opportunity for playing time in the desert.
