He can come over, Orlov could of come over, but the Capitals chose to make him go to the AHL and signed him March 2nd, but Kuznetsov's team is out of the playoffs by March 1st, he can play for the Capitals this season.
Are you really going against sk8 on a question like this?
(f) In the event a professional or former professional player plays in a league outside North America after the start of the NHL regular season, other than on loan from his Club, he may thereafter play in the NHL during that season (including playoffs) only if he has first either cleared or been obtained via waivers. For the balance of the season, any such player who has been obtained via waivers may be assigned only after again clearing waivers or through waiver claim.
He still could come, but what sk8 is saying is that he probably won't.
Um, no, I am not saying what you are saying. He can not sign an NHL contract effective for this season and come to play in the NHL, because the current CBA rule would require him to go through waivers. There is no exception for a player signing an ELC for the first time. (Talk is that may change with the new CBA since it is not the same for college and junior players.)
I am saying it is not likely he will come over to play in the AHL this season.
OT: A prospect can sign an ELC, which only applies to future seasons, starting March 1.
And in good news department, I assumed (yeah yeah) Greg Burke wasn't playing after the news about his hand, but it ends up the original diagnosis and need for surgery was wrong and he has played in 3 games in January. Link to story update about the injury

Last I read/heard, he was skating, but isn't cleared to play. There was a projection of mid-Feb or possibly early Feb, depending on how his next dr. visit goes. Cast is off, wearing a brace according to the updates.

Caleb Herbert with his 8th goal, the GWG in a 4-3 UMD win over Alabama-Huntsville. From Kevin Pates blog: " So Caleb Herbert at the left edge of the net, holds and holds and holds the puck then knocks it in off far pipe"
Pat Koudys who along with RPI as a team has struggled this season based on all reports I have seen, had an assist on the GWG in RPIs 2-1 win over Yale. The dman also had a penalty in the game.
Wey, Boyd, Haar, Burke all played today, too.
Brandon Anderson in goal for Brandon; Boes getting closer to returning from broken hand to give Anderson competition for starts. Link to Anderson's game stats.
Soberg still playing for Manglerud. He had a 1-0 shutout the other day, but overall Manglerud and Soberg have a losing record. link to his stats.
Injured: Galiev, Carrier, Larson

I think there was a tweet last night about Traktor offering Kuz a new contract, but that he'll still wait to end of year. Not unexpected that they'd do so, nor that the player would wait.
traktor will for sure make one last plea for Kuzya to stay, as will a couple of other KHL clubs. but it's almost a slamdunk that he will come to washington.
Yet another GWG today for Kuz against Tarasenko's former team; that makes 7 on the year, in January, as a 19yrs old in the KHL. And as far as i can remember, most were real GWG (like today's)
(albeit SO winners are counted as well over there).
Brandon Anderson's season to forget continues. Boes returns from injury and starting tonight for Brandon Wheat Kings after backing up last night when rookie WHL goalie had a shutout for Brandon. Last night and tonight: "Brandon scratches G Brandon Anderson (Coaches' Decision)"
Caleb Herbert with 2 goals and an assist in UMDs 4-4 tie with Michigan Tech (Caps assistant coach Jim Johnson was supposed to be in attendance as his son is a freshman dman on UMD, didn't play tonight); same two teams play again Saturday. link to brief article about game
Sam Carrier with a goal in Baie-Comeau's 3-2 loss to PEI
