Yea, there's a guy on the Leafs prospect team who was wearing it(can't remember who) as well. It happens every single year as players are just given numbers and usually have no choice in the matter. Greg McKegg wears 69, I don't think that was his choice either.
I think Jagr wearing 66 for Philly would be one of the funniest things though.

It'll never happen. A player might wear it because it was given to him, but even that player would feel uncomfortable keeping it and would change it the moment his position in the line-up was solidified and he could pick his own number now that he's a regular. Like that kid in Calgary, if he makes the Flames again, I am betting he either has his old jersey that had #66 or he changes it when he's played a couple of games and has proven to be a regular, then he'll change it up. No matter how young you are, if you play hockey, you know who the greats are. No one has regularly worn the #66 for a full season since Mario, that's not some coincidence. 88 on the other hand...
