No loophole, Redden is currently counting towards the salary cap (although the cap is 10% higher in the summer).
Redden is not off the salary cap until he is waived at the end of camp. If Redden is injured in camp, the Rangers potentially couldn't waive him to Hartford, and it would open a huge can of worms (LTIR, etc).
Redden has 0% chance of making the Rangers squad this year, so they aren't taking the risk.

So pretty much he won't be at training camp and he will still be in Hartford unless he voids his contract?

This is no news--as others have pointed out, this move is because of the injury factor. Redden will be waived as soon as allowed and will be on the list to go to Hartford's training camp (which starts in a week or so).
Redden knew from last week he was not invited to Rangers camp
When contacted last week, Redden said he wasn’t surprised he wasn’t invited to Rangers camp despite being the Whale’s best player and a key reason the team put together a 14-4-0-1 run from early February to late March that assured they wouldn’t miss the playoffs for a second straight year. But Redden preferred to report to Hartford rather than try to play in Europe, especially after his wife, Danica, gave birth to the couple’s first child, Leni, last Sept. 22.
“I only talked to (Rangers coach John) Tortorella, and I didn’t seem to fit into their plans,” Redden said. “But I hope to get another job in the NHL, so I’m going to work and play as hard as I can and hope for the best.”

He's getting paid A league money to play in a B league and the Canadian media, througout the whole situation, wants to make it seem like the big mean Rangers have tried to break this mans soul - but he preserviers!
People have it A LOT worse than Wade Redden right now.
