To my knowledge, the only Caps player who has been or is on LTIR this season is Poti. The other cap-related move, as noted, was sending down King. Eakin and Orlov both 'fit' on the NHL roster as currently configured using cap space from Poti on LTIR. (clarification: I'm talking about cap fit not 23 player active roster fit.)
Not now, but while they were hurt, Green and Beagle were both out long enough to qualify to be placed on LTIR retroactively and return as soon as ready. If the Caps had needed to make any other short-term call-ups, in addition to Eakin and Orlov, they would have needed to put one or both of Beagle or Green on LTIR for the additional cap space, but that was not needed.
Green was placed on LTIR to free up roster and cap space in order to call up Eakin for the Columbus game.
