There is absolutely no reason to have BOTH of them on the team.
They're completely different players. Boulton is a take a regular shift 4th liner who fights, more of a Rupp but with less talent. Janssen is a lunatic who should be unchained only in specific circumstances.

I strongly disagree. I desperately wanted Janssen gone the first time around, but I've changed my mind in time since. He's got the ability to change the complexion of a game with a single 45 second shift. You just don't want him on the ice for more than that shift. He's useful with limited application.

He's a 6'5" center who plays like he's 5'6" 120 dripping wet. Softest big man I've ever seen. Worse than Kozlov.
What's even funnier is him thinking Steckel will be a good addition to the PK What this actually proves is that coaches (some) don't watch other teams.
The Leafs fans excited about his size are in for a treat. As I said in the main board thread, his size only highlights his softness. Viktor Kozlov might have thrown more body checks.

Thank you. NJD is not trying to put together an all-star team of simply the 23 bestest hockey (puck skilled) talents. They are trying to assemble a roster of various complimentary components. And among your 7-13 forwards, you seek diversity, as these players, by definition, bring less puck skills than your big guns.
Janssen, as your 13th forward, is fine. He is a disrupter who will see very modest icetime and get a shift when the team needs to change the complexion of a game around with a big hit (say, NJD is losing 2-0 early at home in a lackluster snoozer performance), or if someone is taking liberties with NJD players in a given game. He will rarely/never see icetime late in tight games.
Boulton was pursued by multiple teams and signed by NJD because he is proven to be a tough player who can also contribute modestly offensively and not hurt you defensively. That is the very definition of a fourth liner. I'd bet he suits up nearly every game at 4th line LW, and rightly so.
Between various combinations of Mills (while he's around; I agree with you that he has the look of an October-December guy), Boulton and Janssen, I'd hate to be an opposing dman having to deal with them kamikazeeing down on the forecheck. Teams will have to keep their head up against NJD's fourth line, which is guaranteed to soften up a few opponents. If DeBoer can keep them disciplined, that can be very effective and help set the table for the big guns to go to work.
I think Janssen overplayed Boulton in camp. I like his energy. That said, DeBoer has to use him carefully, that`s the only way he`s going to be beneficial to this team.
